Monitoring and Evaluation Mandate:
- Develop and implement a comprehensive Monitoring and Evaluation framework and system for assessing the effectiveness and impact of HIV/AIDS prevention, care, treatment, and support programs.
- Fully execute the M&E plan for the purpose of guiding the framework for measuring the performance of the national response through tracking and measurement of results (Outputs, Outcomes, and Impacts) as well as the trends, patterns and effects of the HIV epidemic in Liberia.
- Oversee the collection, analysis, and management of data related to HIV/AIDS programs, including data on program inputs, outputs, outcomes, and impact.
- Monitor the progress of HIV/AIDS programs and projects, ensuring that they are on track to achieve their objectives and targets.
- Lead and convene the M&E Technical Working Group meetings for the purpose of coordinating all HIV M&E activities in the country
- Plan and conduct regular evaluations and assessments of HIV/AIDS interventions to identify strengths, weaknesses, and areas for improvement.
- Prepare and submit timely and accurate reports to the National AIDS Commission, government agencies, donors, and other stakeholders on the status of HIV/AIDS programs, outcomes, and impact.
- Provide training and technical assistance to staff and partners on M&E methodologies, data collection tools, and data quality assurance.
- Ensure the quality, accuracy, and reliability of data collected, and establish procedures for data validation and verification.
- Collaborate with government agencies, non-governmental organizations, donors, and other stakeholders to strengthen the M&E capacity of the HIV/AIDS sector.
- Develop and manage the M&E budget, ensuring efficient allocation of resources to support monitoring and evaluation activities.
- Promote the dissemination of M&E findings and best practices within the National AIDS Commission and among partners to inform programmatic decisions.
