Monrovia, September 16, 2026 – The PMCS hold one day assessment at the National AIDS Commission of Liberia (NAC) on Tuesday September 16, 2026 aimed at monitoring progress made over the last six months within 2026.
The Performance Management Compliance System (PMCS) Team assigned at the NAC, is a national compliance team comprising of technicians from the Ministry of States, Civil Service Agency, Forestry Development Authority and the Governance Commission working with several Government Ministries, Agencies, and Commissions (MAC) to review progress made as per the proposed workplan as an entity.
The PMCS government’s initiative led by the civil service Agency (CSA), ministry of state for presidential Affairs, Executive mansion and Ministry of labor, is committed to ensuring MACS are in compliance with efficient service delivery as per its mandate and to the Liberian people in line with president Boakai’s ARREST Agenda
Speaking during the one-day meeting, the PMCS team lauded the NAC for meeting up with its target as planned with the revision of key institutional deliverables including the development process of its communication strategic plan, full implementation of the service Delivery charter (SDC), Bi-Annual Monitoring of HIV services at point of service delivery, the roll-out of the spectrum Report (Data) 2025, and annual field visits at both county and community levels.
However, the assigned Performance Management Team also stressed the need for a full implementation of all institutional targets as per the NAC workplan, capacity building targeted at specific areas, legal services for venerable populations, completion of the Global AIDS Monitoring coordination meeting (GAM) and After Activity Review (AAR) and strengthening of system efficiency with clear targets.
In addition, the team also stressed the need to improve accountability and staff development, and recommends NAC conducts a new capacity need Assessment for M&E, finalize its staff Training plan, and install a suggestion Box within the Commission as well as improving various policies that will assist in tracking outcomes.
Speaking on behalf of the Commission, the Executive Director, Solomon Hinneh, thanked the team for the level of coordination received and urged as members of such governing body to remain engaging as he believes will help keep the entity on par with other MACS in terms of service delivery. He therefore reaffirmed the Commission commitment to adhering to all instruments set by the team and achieving 100% in terms of compliance before the last quarter of implementing year with recommendation adhered to while the PMCS focus person, in person of Director Andrew J. Wleh, Jr. of the Strategic Information Management of the Commission stressed the need that there be more collaboration with the Office of the Cabinet Secretariat in helping the Commission achieving most of her targets not just for 2026 but going forward. He also thanked the PMCS external evaluation for the level of professionalism exhibited throughout the exercise.
